China should enhance its ability to provide better legal services for dealing with foreign-related cases to accommodate the country's opening-up strategy, said Wang Yongqing, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), at a proposal seminar on Oct 16.

Wang chaired the seminar and made remarks on foreign-related legal services and the prevention and settlement of international commercial disputes, when he led a group of CPPCC National Committee members on a visit to the China Council for the Promotion of International Trade (CCPIT).

Presented by the Committee on Social and Legal Affairs under the CPPCC National Committee during the third session of the 13th CPPCC National Committee in May this year, the proposal on enhancing China's foreign-related legal service capabilities was among the 73 major proposals designated by the CPPCC National Committee for implementation. 

Wang called on the meeting participants to deepen their understanding of the importance of foreign-related legal services, re-examine industrial development, and reposition the status and role of foreign-related legal services in implementing national strategies, facilitating international exchanges, and boosting economic and trade cooperation.

China's institutional advantages should be fully utilized to strengthen the construction of a sound mechanism to coordinate foreign-related legal services, said Wang.

 Wang noted that China should continuously promote the capabilities and standard of its foreign-related legal services by speeding up the cultivation of a professional legal service team, reinforcing basic research on foreign-related laws, and quickening the construction of an information platform concerning foreign-related legal services.

Wang underlined the importance of handling CPPCC proposals as an arrangement of China's political system, and demanded that CPPCC National Committee members push proposal handling ahead in pace with other duties and constantly improve the quality of proposal handling.

He also called on the two parties who submit proposals and handle proposals to strengthen communication and consultation, promote the improvement of the mechanism and the solution of problems, and build consensus, so as to make the proposals play a better role.

During the seminar, representatives from the Ministry of Justice, the Supreme People's Court, and the China Law Society introduced how they handled the proposal and responded to some questions and suggestions submitted by CPPCC National Committee members.
